Code of conduct for medical institution employees

Article 1 in order to standardize the behavior of employees in medical institutions, these Regulations are formulated in accordance with the relevant laws, regulations, rules and regulations on medical and health care and in combination with the actual situation of medical institutions.

Article 2 this code is applicable to all employees in medical institutions at all levels, including:

（6） Other personnel. It refers to other personnel working in medical institutions in addition to the above five categories of personnel, mainly including staff in materials, general affairs, equipment, scientific research, teaching, information, statistics, finance, capital construction, logistics and other departments.

Article 3 employees of medical institutions shall not only abide by the basic code of conduct listed in this document, but also abide by the classified code of conduct corresponding to their occupation. [1]

Article 6 respect patients and care for life. Abide by medical ethics, respect patients' right to informed consent and privacy, keep medical secrets and health privacy for patients, and safeguard their legitimate rights and interests; Patients' right to be treated shall be respected, and patients shall not be discriminated against on the basis of race, religion, region, wealth, status, disability, disease, etc.

Article 7 high quality service and harmony between doctors and patients. Civilized speech, dignified behavior, conscientiously implement medical service commitments, strengthen communication with patients, actively take the lead in tobacco control, and consciously maintain the industry image.

Article 8 be honest and self disciplined, and abide by medical ethics. Carry forward noble medical ethics, exercise strict self-discipline, do not ask for or illegally accept property from patients, and do not seek illegitimate interests by taking advantage of practice; Do not accept rebates and commissions in various names and forms from medical devices, drugs, reagents and other production and trading enterprises or personnel, and do not participate in business entertainment activities arranged, organized or paid by them; Do not defraud or obtain basic medical security funds or provide convenience for others; Do not participate in medical advertising and promotion of drugs and medical devices in violation of regulations, and do not resell number sources.

Article 9: be rigorous and realistic and keep improving. Love learning, study business, strive to improve professional quality, be honest and trustworthy, and resist academic misconduct.

Article 10 love one's post, respect one's work, unite and cooperate. I am loyal to my profession, dutiful and responsible, correctly handle the relationship between colleagues, respect each other, cooperate with each other, and work harmoniously.

Article 11 be willing to contribute and be enthusiastic about public welfare. Actively participate in the mandatory medical tasks arranged by the higher authorities and social public welfare activities such as poverty alleviation, free diagnosis, helping the disabled, supporting agriculture and foreign aid, and actively carry out public health education.

Article 14 adhere to legal, scientific and democratic decision-making, correctly exercise power, abide by decision-making procedures, give full play to the role of the staff congress, promote the openness of the affairs of the Academy, consciously accept supervision, and respect the democratic rights of employees.

Article 15 follow the principle of fairness, impartiality and openness, strictly implement the personnel recruitment, evaluation and appointment system, and do not seek illegitimate interests in personnel work.

Article 16 strictly implement various internal control systems of medical institutions, strengthen property management, reasonably allocate resources, abide by national procurement policies, and do not interfere in the procurement of drugs, medical devices and capital construction in violation of regulations.

Article 20 follow the laws of medical science, constantly update medical concepts and knowledge, and ensure the scientific and rational application of medical technology.

Article 21 standardize medical practice, strictly follow clinical diagnosis and treatment and technical specifications, use appropriate diagnosis and treatment technologies and drugs, treat patients according to their diseases, provide reasonable medical treatment, do not conceal, mislead or exaggerate their conditions, and do not over treat.

Article 22 learn and master humanistic medical knowledge, improve humanistic quality, show humanistic care for patients, and communicate with patients sincerely and patiently.

Article 23 conscientiously implement the medical document writing and management system, standardize the writing and properly preserve medical records, do not conceal, forge or illegally alter or destroy medical documents and related materials, and do not sign medical certificates in violation of regulations.

Article 24 perform the statutory reporting duties of medical quality and safety incidents, infectious disease outbreaks, adverse drug reactions, foodborne diseases, suspected injury incidents or abnormal deaths according to law.

Article 25 conscientiously perform the duties of doctors, actively treat patients, serve patients dutifully, enhance the sense of responsibility and safety, and strive to prevent and control medical responsibility errors.

Article 26 strictly abide by the management norms for clinical application of medical technology and the physician's practice level authority as stipulated by the unit, and do not apply new medical technology clinically in violation of regulations.

Article 27 the relevant provisions on clinical trials of drugs and medical technologies shall be strictly observed, and the right of informed consent of patients or their families shall be fully guaranteed when conducting experimental clinical medical treatment.

Nurse norms

Article 28 constantly update knowledge, improve professional and technical ability and comprehensive quality, respect and care for patients, protect patients' privacy, pay attention to communication, reflect humanistic care, and safeguard patients' health rights and interests.

Article 29 strictly implement various rules and regulations, correctly implement clinical nursing practice and nursing technical specifications, fully perform nursing duties such as medical care, disease observation, assistance in diagnosis and treatment, psychological support, health education and rehabilitation guidance, and provide safe and high-quality nursing services for patients.

Article 30 work rigorously and cautiously, and be responsible for the practice behavior. If the patient's condition is found to be critical, the doctor shall be informed immediately; In case of emergency, necessary emergency rescue shall be carried out in time in order to save the lives of dying patients.

Article 31 strictly implement the medical orders. If the medical orders are found to be in violation of laws, regulations, rules or clinical diagnosis and treatment technical specifications, they should communicate with doctors in time or report according to regulations.

Article 37 strictly implement various systems and regulations on drug purchase, acceptance, storage, supply, etc., do not sell or use drugs purchased through abnormal channels without permission, and do not regulate the market for commercial purposes in violation of regulations.

Article 38 strengthen the monitoring of adverse drug reactions and consciously implement the adverse drug reaction reporting system.

Medical technical specifications

Article 43 collect, use, protect and dispose of specimens in a reasonable manner, and do not trade specimens in violation of regulations to seek illegitimate interests.

Other specifications

Article 44 love their work, conscientiously perform their duties, enhance their awareness of clinical services, and ensure the normal operation of medical institutions.

Article 45 study assiduously, delve into technology, master professional skills of their own posts, and conscientiously implement various specific work systems and technical operation rules.

Article 46 strictly implement the financial, material, procurement and other management systems, conscientiously do a good job in the planning, procurement, storage and scrapping of equipment and materials, perform official duties honestly, and do not seek personal interests.

Article 47 strictly implement the relevant management regulations on clinical teaching and scientific research, ensure the medical safety and legitimate rights and interests of patients, guide interns and advanced learners to strictly abide by the service scope, and do not practice medicine beyond their authority and levels.

Article 48 the provisions on the treatment of medical waste shall be strictly implemented, and medical waste shall not be discarded, dumped, stacked, used, traded at will.

Article 49 strictly implement the information security and medical data confidentiality system, strengthen the statistical function management of drugs and high-value consumables in the hospital information system, and do not disclose or trade medical information at will.

Article 50 we should be diligent and thrifty, take good care of public property, implement safety production management measures, maintain the environmental hygiene of medical institutions, and provide patients with a safe, clean, comfortable and convenient medical environment in good order.

Implementation supervision

Article 51 The administrative leading group of medical institutions shall be responsible for the implementation of this standard. The main responsible person should set an example, follow the code in an exemplary manner, and pay attention to the implementation of the code in his own unit.

Article 52 the relevant functional departments of medical institutions shall assist the administrative leading group in implementing the code, and the discipline inspection, supervision and rectification department shall be responsible for supervising and inspecting the implementation.

Article 53 The administrative departments of public health at all levels shall strengthen the supervision and inspection of the implementation of these norms by medical institutions at all levels and types and their employees within their jurisdiction.

Article 54 the medical and health related industry organizations shall, in combination with their own responsibilities, cooperate with the health administrative departments to implement these regulations and strengthen the self-discipline management of the industry.

Article 55 the implementation and implementation of this code by medical institutions and their employees shall be included in the important contents of the verification management of medical institutions, the annual assessment of medical personnel, the assessment of medical ethics and the regular assessment of doctors, as an important basis for the grade assessment of medical institutions, the promotion of professional titles of medical personnel, and the evaluation of excellence.

Article 56 employees of medical institutions who violate these norms shall be criticized and educated, criticized in a circular, disqualified from the current year's evaluation of excellence or low employment, delayed employment, dismissal for employment or dismissal by their units according to the seriousness of the case. Where it is necessary to investigate the responsibility of Party discipline and government discipline, the relevant discipline inspection and supervision departments shall handle it according to the investigation and handling procedures of Party discipline and government discipline cases; If it is necessary to impose administrative punishment, the relevant public health administrative department shall impose corresponding punishment according to law; Those suspected of committing crimes shall be transferred to judicial organs for handling according to law.

Article 57 these Regulations are applicable to rural doctors who are registered to work in village level medical and health institutions.

Article 58 interns, advanced learners, personnel who have signed labor contracts but have not yet been registered as practitioners and outsourcing service personnel in medical institutions shall, according to the nature of their work and occupational categories in medical institutions, refer to the corresponding personnel classification to implement these specifications.

Article 59 the Ministry of health, the State Administration of traditional Chinese medicine and the State Food and drug administration are responsible for the interpretation of these specifications.

Article 60 these specifications shall come into force as of the date of promulgation.
